You can use Krita animation feature. I haven't tried it but I heard is something akin to Adobe Animate and Photoshop.
And also compared to Animate it does have a lot of variety of brushes including the custom ones.

I already use paint.net but I will try out the animation feature. Thanks but ive found out that the file format wont work on newgrounds. Maybe if I change the format?
@Sebbi180 Change it to .png format or any format that Newgrounds art uploading system supports.

I like using FlipaClip. It's easy for me to get the hang of, but there are some premium features you have to watch an ad to use (add more than three layers, import audio, import video).I'm sure there are better softwares out there, but FlipaClip is the only one I am used to and I have been using it for years now lol
